Maui County, Hawaii Long Range Planning

Geodata Services, Inc. assisted the County of Maui, Hawaii with facilitating the planning and organization of the CommunityViz database, getting data sets into the CommunityViz database, setting up the CommunityViz analysis and visualization environment, and training the Long Range Planning staff on the use and maintenance of CommunityViz in 2007. The project included a month of onsite training and consultation in system design and implementation, scenario analysis and extensive 3D visualization and modeling.  CommunityViz models were developed for application at the Island geographic level, along with the Community plan and Project level, incorporating over 100 components to assist in long range planning goals and objectives.

  Island Plan and Community Plan

A model was developed to analyse and create scenarios for areas of growth across the entire island of Maui for their 30 year long range plan, with indicators including sustainable development, affordable housing, environmental considerations, recreation opportunities, suitability and constraints to development, equitable development, school and public infrastructure.

  Project level planning

A model similar to the Island planning model was developed and adapted to the community level of geography.  New single and multi-family residences are automatically created with the buildout wizard, sequenced over the planning timeframe, and allocated and analysed.  This model allows greater flexibility to adjust the spatial location of individual homes and neighborhoods, yet evaluates all residential and commercial structures and existing infrastructure.

Site level planning, suitability analysis and land use plan

Working in a small fictitous planning area in West Maui, we demonstrated CommunityViz tools in a typical site suitability analysis and developing alternative land use scenarios.  In the examples below we examing site constraints such as beach access, tsunami evacuation zones and wetlands, along with positive factors for development such as proximity to services, distance to bus stops, slope and scenic viewability.  All these factors are bundled into a dynamic suitability model.  WIth those results, we demonstrate land use design tools that can be used to develop alternative site plans, and finally import the resulting plan into a 3D view in Google Earth.

 3D Visualization

Through suitability modeling and detailed planning in the other models, a given scenario can be dynamically rendered in 3D, for walk throughs and fly overs.  Geodata cooperated with CH2M HILL in Honolulu  to create a 3D simulation in West Maui.  Check back for demonstrations as they become available.
